
A week later, world leaders gather in New York for the United Nations' annual general assembly.
There has long been reluctance to allow Ukraine to fire Western missiles at Russia, fearing that it would be seen as a provocative action that would draw the United States, European countries and others directly into the conflict.
But as winter approaches and Russia receives additional support from Iran, thinking appears to be changing.

When asked about the possible use of missiles, senior officials' official statements remained cautious.
“There are likely to be really important developments in Ukraine and the Middle East in the coming weeks and months, so a number of tactical decisions will have to be made,” the prime minister told reporters, without denying that the issue was on the agenda.
He noted that U.S. Secretaries of State Antony Blinken and David Lamy recently visited Ukraine.
“It's clear that they are with us to report on the progress of this really important joint journey.”
