Gallagher has a long-term interest in Villa, but Atletico Madrid are not keen on him going out on loan unless there is a permanent aspect to a mandatory deal and want a fee close to what they paid for him.
He joined from Chelsea in the summer of 2024 for £38m and is still just 25 years old. He spent time on loan at Charlton, Swansea, West Brom and Crystal Palace while signing for the Blues.
The midfielder scored four goals in 50 appearances for Atletico in his first season. He has made 27 appearances this season, starting in the midweek Spanish Super Cup defeat to Real Madrid.
Gallagher may also be considering a possible call-up to the England squad ahead of the upcoming World Cup.
