Add chicken to slow cooker and season with pepper. In a medium bowl, combine soy sauce, honey, tomato paste, vinegar, garlic, ginger, sesame oil, 1 tablespoon water, and sriracha. Pour over chicken and cook on LOW for 3 to 4 hours. If you’re not at home and need to cook for longer, that’ll be fine.
Remove chicken, reserving sauce in slow cooker. Shred the chicken with two forks. Set aside.
Dissolve cornstarch in remaining 1/4 cup water in a small bowl. Add to slow cooker and stir to combine. Cover and cook on HIGH until slightly thickened, about 15 to 20 minutes. Add chicken to slow cooker and mix well.
Place the chicken and sauce on top of the rice and garnish with sesame seeds and chopped chives.
