
“I would argue that the Germans are more unstable than the British or the French, because the British and French have a flag and a national love and a sense of history to rally around. But for post-war Germany it was all about starting anew. And it was about a rules-based order, no matter how imperfect it was. And that was in many ways a basic tenet of German foreign policy. And they are now seeing war in the East and the West. (There) are friends and allies on whom they depended, and supervisors they feel they no longer have.
