There will be no away fans for the first two Old Firm League games this season.
Celtic and Rangers have agreed to allocate 5% of their attendance to visiting supporters this season, with both stadiums having to meet the requirements.
The move comes after the SPFL intervened and reached a deal after the last six league derbies were played without away fans.
However, it has emerged that Celtic have written to Rangers to confirm they will not be offering live tickets for their first meeting of the season at Parkhead on September 1. Sky Sports.
Celtic are understood to be preparing for the game in just over two weeks' time, but the decision was made amid concerns that Rangers, who face a game at Ibrox in January, may not do the same.
However, Rangers are understood to be confident they can complete the necessary work ahead of their clash at Ibrox next year.
Philippe Clement's side are currently playing at Hampden due to delays in construction at the Copeland Road Stand in Ibrox, and the club are keen to welcome away fans back and will be holding talks with the SPFL about the matter.
In a statement, Rangers said: “We have today been informed by Celtic that no away fans will be allowed at any of our Old Firm fixtures in September.
“The allocation between the two clubs was clear and Rangers were taking every step to fulfil that agreement.
“In the meantime, we can confirm that the away fixture will not apply to January Old Firm fixtures at Ibrox. This is consistent with the reciprocity inherent in the agreement between the clubs and the SPFL.”
Sky Sports News Celtic and the SPFL have been contacted for comment.
When asked in March, both managers were delighted at the prospect of away fans returning.
Celtic manager Brendan Rodgers said: “It's a huge deal and something this club has championed for many years. Given the iconic nature of the game, it's something both sets of supporters will be proud to attend.
“There are two groups: the players who are in charge of the match and the atmosphere, and the supporters who make this match special.
“It’s fantastic news, great news for the game and for Scottish football as a whole. If we can create a passionate game and bring the supporters of both teams together, I’m looking forward to it.”
Rangers manager Clement said: “I think I like football where there are two sides to the fan base, where everyone is singing to each other or singing to each other. And that's the kind of atmosphere I want.”
“Nobody enjoyed the Corona period without fans. It was really hard and for me it was really strange to play at Celtic Park without supporters.
“It was a first for me and a strange experience. I think all the players and managers want both teams on the pitch.
“That's what football is, it's about entertainment and the entertainment of two teams. For me, it's a very positive thing.”
