It’s not uncommon for the Food and Drug Administration (FDA) to end outbreak investigations without verifying the food source or posting a company recall notice, which isn’t enough, according to consumer watchdog groups.

The Education Fund in the Public Interest Research Group (PIRG) says: Food for Thought Report 60% of outbreak investigations in 2025 had no product recalls associated with them. Nearly half of the investigations failed to find the source of the foodborne pathogen involved.
