
New Rangers chief executive Patrick Stewart has asked the Scottish FA for an explanation for not awarding a penalty to Celtic in the League Cup final on Sunday. Sky Sports News I understand.
The Ibrox club wanted a spot-kick when Liam Scales brought down Vaclav Cerny, with referee John Beaton awarding a free-kick just outside the box and video assistant Alan Muir agreeing to the on-field call.
Gers manager Philippe Clement said he had received “hundreds of messages” about the incident, suggesting the foul was on the line of the box and should have been a penalty.
The incident will be analyzed on the Scottish FA’s monthly VAR review show – featuring referee chief Willie Collum – which will be filmed this week.
The Scottish FA also publishes a weekly assessment of Key Match Incidents (KMI) that occur in games where VAR is in operation. A review panel vote to determine if the on-field decision and subsequent VAR intervention were correct.
Each KMI panel consists of five members. There are three independent members with experience within Scottish football, including coaches, former players and members of the Scottish football media, one representative from the Scottish FA and one representative from an SPFL club.
Scales: I thought Sunny’s foul was out of the box.
Celtic defender liam scaleswho was involved in the incident, said after the match at Hampden Park:
“I thought it was outside the box. I never saw it again, so I’m not sure if it was inside or outside.
“But at the time I thought it was outside. I don’t think there were any complaints at the time so I just kept playing. So, yeah, I definitely saw it upstairs.”
Clements received ‘hundreds’ of messages about the foul.

“I don’t know if you’ve seen the picture again, but my phone is overloaded with Cerny’s penalty. I’ve got hundreds of messages about him right now. It’s such a defining moment in the game.”
“Of course he (the referee) can’t see that moment, but he didn’t get any communication from VAR to come and look at the screen. To me, it’s a really strange situation. At least there’s nothing of the sort. In a game like this, the referee doesn’t do that. About situations where you can make a judgment like this.
“I still can’t see it at the time because my eyesight is pretty good, but if your feet are outside or inside or on the line, you can’t see that distance.
“No, but my phone is full of messages from everyone. I don’t know. So that’s something I can’t control.
“I know everyone (in the media) likes to dig deep into things, so this might be an important moment to dig into that. Why is there no communication right now about such a big decision, because it’s clear to everyone that it’s a game. – A decisive decision.”
