Mayor Vitaly Klitschko said nine people were injured as residents in the eastern region were plunged into darkness and water supplies were cut off.
Meanwhile, the head of a Ukrainian region said a 7-year-old child was killed in a Russian drone strike in the Zaporizhia region of southeastern Ukraine.
Moscow has escalated its attacks on energy facilities in recent weeks, and Ukrainian President Volodymyr Zelensky has called on allies to take “real action” to put pressure on Russia.

He said 450 drones and more than 30 missiles had targeted Ukraine’s energy infrastructure, describing the attacks as a cynical and calculated attack on “everything that sustains normal life” as temperatures drop.
Ukrainian Energy Minister Svitlana Hrinchuk said Russia was carrying out a large-scale attack and that repair teams were working to restore power.
A wave of strikes hit Kiev’s energy infrastructure and apartment buildings.
Klitschko said five of the nine people injured in the airstrike on the capital were taken to hospital.
Photos of firefighters extinguishing a fire in a 10-story building were released by Ukraine’s National Emergency Services.

The attack followed night airstrikes in the area, which is now under Russian control.
All of Ukraine is on alert for attacks by hypersonic Kinzhal missiles, which are more difficult to detect.
Prime Minister Zelenskyy told reporters on Thursday that Russia was deliberately trying to destroy the country’s energy grid and that attacks were already disrupting gas facilities.
He said energy workers and authorities were bracing for further attacks.
