
saint eustatiusMore commonly known as Statia, is one of the Caribbean’s hidden gems. Nonetheless, the tourism sector is very much a work in progress, with only a few hotels and an immature hospitality culture.
Now the island has unveiled a new framework to overhaul service standards across the tourism sector. George Washington University Graduate School of Business On behalf of the Sint Eustatius Tourism Development Foundation.
At the core of the recommendations is a policy of mandatory dual-tier service standards applicable to four key sectors involved in tourism: hotels and accommodation, restaurants, travel agencies and guides, and transport and taxi services. This structure combines regulatory enforcement principles modeled on Belize with the market-driven incentive structure used in Bonaire.
Under the framework, each sector will be subject to a base tier of mandatory credentials and operational requirements, along with a voluntary tier that rewards operators for meeting higher service benchmarks.
The recommendations come as Statia prepares for its 250th anniversary. first salute On November 16, 2026, the island commemorates its recognition of American independence in 1776, the first official foreign recognition of the new nation. This anniversary is expected to see a significant increase in international arrivals, especially from the United States.
“The findings of the George Washington University report represent a decisive paradigm shift for Statia tourism by providing us with something we have never experienced before: an evidence-based foundation on which to build a tourism industry that is not only warm and authentic, but also consistent, professional and internationally competitive,” he said. Findings
The survey was based on stakeholder interviews and visitor sentiment analysis from TripAdvisor, Booking.com and Google Reviews. It found that around 72% of visitor sentiment towards Statia was positive, with particular praise for the island’s diving, culture and hospitality. Travel agencies were identified as the best performing tourism sector on the island.
The study also identified gaps. A persistent disconnect between personal warmth and professional service delivery persists, he said, with hotels and restaurants experiencing the greatest performance volatility. The report’s Priority Impact Pyramid ranked service and human interaction as the single highest driver of visitor satisfaction, ahead of quality of accommodation, facilities, food and beverage and location.

at Hotels and Accommodations The survey identified gaps in service consistency and formal delivery tracking within mid-tier assets. The recommendations call for a mandatory layer requiring annual operating permits, prominent permit display, property classification, pool and common area cleanliness and pest control enforcement. The voluntary rating rewards operators who meet standards for customer service, daily housekeeping and professional maintenance response times.
at food and drinks The study cited operational bottlenecks and uneven hospitality standards during peak dining periods. The recommended mandatory framework enforces public health certification, food handler licensing, temperature-controlled storage records and pest compliance, and includes speed of service benchmarks, dinner availability and voluntary menu communication as voluntary steps.
for Travel agency and guide servicesThe survey found that while local historical knowledge remains strong, there is uneven standardization in safety protocols, multilingual capabilities, and structured destination delivery. The report said it would limit international travel trade partnerships.
Essential requirements include annual registration, public liability insurance, written risk assessment, pre-activity safety briefing and first aid capabilities. Core knowledge modules, language skills, group size limits and codes of conduct are part of the voluntary phase.
in Transportation and taxi servicesThe survey cited inconsistencies in fare guides, digital payment tools and vehicle schedules. Essential steps include obtaining a license, public liability insurance, a standardized official fare schedule and regular vehicle roadworthiness checks every two years.
Voluntary steps include cleanliness, punctuality, dress code, and integration of digital rates and booking tools.

The Sint Eustatius Tourism Development Foundation has established this framework as a foundation for repositioning Statia as a high-value tourist destination in the Caribbean, with the First Salute anniversary serving as a short-term test of how quickly the standards can be rolled out across the island’s tourism operators.
