Khan faced power cuts across the city on Saturday, interfering with famous film festivals, closed restaurants and businesses.
The French police are investigating arson that the AA substation in the village of Tanneron, which supplies Cannes, was attacked by arsonists early and suspected of being a cause of power outage.
Despite the confusion, the Cannes Film Festival was able to resume the festival using a personal generator.
