Sheriff Budensik said at a news conference that the crash occurred after Woods attempted to pass a pressure cleaner truck at a “high rate of speed.”
A DWI investigator came to the scene and “Mr. Woods showed signs of impairment,” the sheriff said.
“They ran several tests on him,” Budensiek told reporters. “He explained the injuries he had and the surgery he had and we took that into consideration, but they did some in-depth road testing.”
He was arrested following an incident that occurred on Beach Road on Jupiter Island just before 14:00 local time (approximately 19:00 GMT) on Friday.
The sheriff explained that investigators at the scene and at the jail had “no real suspicion of alcohol involvement,” and Woods ultimately passed a breathalyzer test with a “triple zero.” But he added that Woods refused to take a urine test.
Budensiek also said Woods was “cooperative but tried not to blame himself.”
“He has every right to refuse the test,” the sheriff added. “There is a statute of limitations for him to be prosecuted for refusing the test, but we will never get a definitive result as to what impairment he had at the time of the accident.”
Asked about the accident on Friday, President Donald Trump said, “It really breaks my heart. (Woods) had a little bit of trouble. There was an accident. That’s all I know.”
“He’s a very close friend of mine, and he’s a really great guy, a great guy.”
Sheriff Budensik said Woods will be held in jail for eight hours before being released on bail. The charges are misdemeanors, not felonies.
