The United States is not expected to renew the trade deal, setting the stage for an annual review, the Globe and Mail newspaper reported Tuesday, citing unnamed Canadian trade officials.

President Trump has made his dissatisfaction with USMCA known, but Canadian business leaders believe outright withdrawal is the least likely outcome.

“Everyone is hopeful that won’t be the case,” Darby said, adding that U.S. trade negotiators recognize that the deal has benefited all three countries.

Trump’s recent comments on the USMCA have been contradictory. “I have no intention of renewing,” he said. He also said he was “open” to leaving the agreement.

Carney said it’s “no secret” that Trump hates the USMCA. But he noted that U.S. trade negotiators acknowledged that the “basic structure” of the agreement was solid.

“What I’ve seen with the president is you’re not close to a deal,” he told reporters recently, “and then you’ll get a deal.”
