Why is this game only legal across Australia one day a year?

Two-up is a coin toss betting game in which two people bet on whether they will get heads or tails. Classified as unregulated gambling, the game is illegal in most parts of Australia. But on April 25th, the day it is allowed across the country for a few hours, people will be rushing to bars to have fun. The BBC’s Harry Sekulich explains why the exception applies and what those for and against it say.
